Mobile Communication Device - Student Use Policy

Magnolia School District has new guidelines for student use of mobile communication devices to help to minimize distractions, elevate academic performance and prioritize students' mental health and well-being. Student communication devices include but are not limited to cell phones, smartwatches, iPads, and other smart devices.  

Magnolia School District’s guidelines were developed in accordance with California's Phone-Free School Act (Assembly Bill 3216).  These new guidelines for mobile communication device use will be in effect beginning the first day of the 2026-27 school year (August 24, 2026). 

This overview provides you with essential information about the new guidelines that will impact your student’s school site and other school facilities.

Key Points:

  • New guidelines for mobile communication devices applies to all grades Transitional Kindergarten - 6th Grade
  • Mobile communication devices must be turned off during the instructional program and be kept out of sight, such as in a student’s backpack;
  • This will be in effect beginning the first day of the 2026-27 school year (Monday, August 24, 2026).

WHAT IS PROHIBITED:


⛔ Mobile communication device use during regular school hours.

⛔ Phones visible during instructional time.

⛔ Disruptive use during permitted times.

WHAT IS ALLOWED:


All Students: Before school starts and after dismissal.

✅ Emergency Situations.

✅ Health / IEP / 504 Plan Needs.

✅ Teacher-authorized instructional use.

  1. Verbal reminders
  2. Office Discipline Referral
  3. Parent contact
  4. Mobile communication device retention (instructional time or full day)
  5. Event/activity restrictions for ongoing violations
